MANAGER'S REPORT

02/09/22

Budget Position Report

Revenues for January were $72,921.88.  Operational expenditures were $53,549.83.  So we took in $19,372.05 more than we spent.

We transferred $20,061.51 to Reserves:

 USDA Loan Reserve   $   4,200.00

 Capital Replacement Reserve $   4,771.00

 Major Repair Reserve   $  11,090.51

Treasurer’s Report:

The Treasurer’s Report is $198.00 out of balance.  We had a lot of year end tasks to complete and I ran out of time to track this down.  Hopefully, I will have found it and can present a treasurer’s report at the meeting.

IT Assistance

We now have a maintenance agreement with SeattleTechs and we are working on one for Radixiot, the new owners of Mango, our SCADA software.

Radix was very helpful in getting our daily SCADA reports back up and running, as was SeattleTechs.  I haven’t seen a bill yet.

Chlorine

The supply has been working out OK.  Still nothing from the engineer on the feasibility of on site generation.  I don’t want this to get neglected until the next time there is a glitch in the chlorine supply line.

Capital Asset Management

No capital replacements are planned for 2022.  That is not to say that some capital projects, that pre-date the Capital Assessment Management Plan, are not going to get done.

Request for Public Information

Our process needs updating.  I will be looking at this after dealing with the Risk & Resilience Certification.

No action in January.

Small Parts Shed

About 1/3 of the bins are labeled.

Sunset Road Water Main

We are in the process of replacing the service laterals across the burdened property.  There are two service laterals through there and we are replacing both of them.

Payroll Report

Lots of overtime this period due to the main break.

Pandemic

The office is still closed to the public.

Isolation Valves

Production Data

Due to a couple of factors, our production data has some serious holes in it.  Having this data in an easy to analyze form is vital for planning activities.

I am in the process of filling those holes from various sources, including past production reports and manual source meter readings.  It is time consuming and tedious, but it has to be done.

Past Due Accounts

Some accounts are getting caught up.  Because billing is late in getting out, due to the weather, we don’t have a current past due report.

I have carved down the project list to only those projects were are currently working on.

No Action in January

Hydrant Maintenance

See discussion on Maintenance Activity.  The short version...not much due to the weather and holidays.

Rate Study

I am struggling with making the time to update the study.  The uncertainty surrounding inflation going forward is contributing to the difficulty of providing a meaningful study.

New Regulations

Nothing new besides the PFAS’s.

Personnel

Everyone worked very hard during the compound emergencies.

Maintenance Activity:

There has been some difficulty getting the reports from Liquivision on the tank cleaning.  We did not have an application that could read their video files.  That has been fixed.

NORTH BANK

Looks in generally good condition.  Very light sedimentation.

There is an issue with the ladder that we need to address.  I will be working on that.  There is some cracking in the roof that we need to keep an eye on.  I went back and looked at the report for 2014 and the cracking looked the same as it does in the latest report.  We need to keep an eye on it.  We do not need to fret over it.

There was also some concern with roof cracking.  But I went back to the 2014 report and the cracks are no more significant now than they were seven years ago.  Certainly something to keep an eye on, but not of immediate concern.

REYNVAAN

No issues.  Very light sedimentation.

CLEMONS

Light sedimentation.  Some cracking, which is to be expected with concrete tanks.

Contractor Repairs/Assistance

Brumfield assisted with line repair on River Road

Brumfield assisted with the line break.

Holbrook/Schrader Water Main Break

I have attached my after action report.  We are currently in somewhat of a holding pattern until DOT has stabilized the bank.

We are planning to replace the main between Holbrook and Schrader through horizontal drilling.  It is taking some engineering.  Berglund Schmidt is the engineer on this project.

I have solicited bids from Brumfield Construction, Rognlins, Inc, and American Pump.

Reynvaan Booster Station

The stresses of the main break delivered the coup de grace to this booster station.  We found one pump had un-threaded and the other was inoperative.  A temporary pump has been installed.

Rather than band aid this station back together, we are undertaking the planned upgrades just a little early and on an emergency basis.  American Pump is taking the lead on this project.

The rebuilt booster station will include a new pump house, centrifugal pumps as opposed to submersibles, and VFD controls.

The “can” that housed the submersible pumps will be removed and the old pump house demolished.  The VFD’s will eliminate the need for the bag house at the top of the hill.  No determination on it’s fate at the moment.

As-builts

The water main break underscored the need to get our as-built information organized and in a usable condition.

I approached Jerome Morrisette & Associates about assisting us.  They declined based on the likely requirement for some surveying.  I have not approached Berglund-Schmidt on the subject yet, but will do so very soon.

Shop Organization

See the discussion on the Small Parts Shed.

Ken is signed up for the annual ERWOW conference.  I need to get signed up for the WASWD Spring conference.
